Russian forces have resumed heavy rocket and missile strikes across Ukraine, even as negotiators sit down .
Ukrainian President Volodymyr Zelenskyy accused Moscow of breaking a short-lived pause in attacks that he said was meant to cover the coldest stretch of winter. He argued that Russia used the lull to prepare new barrages instead of working in good faith toward peace.
